Elliott commenced working for the LMP in 1914, and by 1918 was placed in charge of the ever-increasing problem of vehicular traffic management in London. He introduced traffic lights and one-way streets. He worked closely with his friend and colleague, Arthur Bassom, of Scotland Yard. They both participated in the Ascot Races traffic management flight on June 17, 1921.  The National Gallery, London, has a portrait of him, but nothing is displayed online.
